STOP 2030 Barclay Campaign Victory
In March 2026, after strong community opposition and more than 6,000 petition signatures, Vancouver City Council voted to defer the rezoning application for 2030 Barclay Street and send it back to the developer for major revisions. Residents packed the public hearing to defend the character, safety, and livability of the West End — and Council listened.
The proposal would replace the existing Rosellen Suites with a 25-storey, 248-room hotel in the middle of a quiet residential neighbourhood near Stanley Park. The tower would dramatically exceed existing zoning limits, bringing increased traffic, noise, congestion, and commercial activity into an area defined by low- and mid-rise homes. Residents also raised concerns about pedestrian safety, loss of neighbourhood character, impacts on privacy and livability, and the precedent this project could set for future high-rise development in the West End. Environmental advocates further warned that construction activity and tower height could threaten the nearby Stanley Park heron colony, one of the largest urban heron nesting sites in North America.
This campaign showed that organized communities can push back against inappropriate development and force City Hall to listen.
